The unethical actions of the Chicago Police Department lead to there being a need for reform in their department. They have countless problems with their officers and the way they carry out their duties. They have been known to shoot at fleeing suspects, use force to retaliate against people, fail to investigate most misconduct claims and they skew probes to favor officers. The entire chain of command is unethical in this entire investigation. The problem with corrupt officers is that they tend to learn from a corrupt superior. I believe a reform is very much needed. In order to fix what has long been passed down through the department from rank to rank, there needs to be some sort of order restored.
