Watts writes about the Hundred Years War, but really about governmental relations in the fourteenth and early fifteenth centuries generally, stating that there seem to have been two main ways in which the potentially clashing jurisdictions of Europe resolved their differences. The first was the negotiation treaties, charters or other agreements between powers that essentially wished to exclude each other, or at least determine their common boundaries..The second type of resolution , in which the hegemony of one power over another was recognized– formally or tacitlyin return for some kind of compromise (which itself could be formal or tacit). These settlements were not necessarily very different from treaties, and they could certainly be fragile. Watts further argues in his conclusion that 1) a meaningful, and positive, trajectory can be detected in the complex and often turbulent politics of fifteenth century Europe and 2) politics in this period is a phenomenon dominated by structures more than by individuals or collective solidarities.
