Note: The work you complete in this assessment serves as the basis for Assessments 3 and 4. Therefore, complete assessments 2, 3, and 4 in the order in which they are presented.
Health care must be evidence-based, effective, efficient, and affordable; it must provide resources that meet the needs of the community. Nurse leaders must understand and thoroughly evaluate the environment to enable the efficient and equitable allocation of resources. A useful tool for this type of assessment is commonly called a windshield survey. Windshield surveys are what you might expect from the name. They are a way of gathering information about specific aspects of a community while driving around, such as the condition of roads, buildings, and housing.
This assessment provides an opportunity to examine the prevailing health conditions and social determinants of health in a community by completing an environmental analysis and a virtual windshield survey based on communities within the Vila Health system. Although Vila Health is a virtual lab, the communities represented in this simulation are real, enabling you to conduct an actual community health assessment. By successfully completing this assessment, you will demonstrate your proficiency in the following course competencies and assessment criteria:
Competency 1: Identify the challenges and opportunities facing health care.
o Assess, via a windshield survey, the general condition and needs of a community from a public health perspective.
o Analyze the environmental factors affecting population health in a community.
o Identify the social determinants of health in a community.
Competency 4: Develop proactive strategies to change the culture of the organization by incorporating evidence-based practices.
o Summarize windshield survey and environmental analysis findings for executive leaders.
Competency 5: Communicate effectively with diverse audiences, in an appropriate form and style consistent with applicable organizational, professional, and scholarly standards.
o Write clearly and concisely in a logically coherent and appropriate form and style.
o Support assertions, arguments, propositions, and conclusions with relevant and credible evidence.ASSESSMENT INSTRUCTIONS
Note: You will use the Vila Health community you select for this assessment and the information you compile about the community, as the basis for Assessments 3 and 4.
Preparation
Executive leaders at Vila Health have asked you to provide them with your assessment of the health conditions in one of the communities served by the Vila Health system. Knowing that a windshield survey is needed to validate any underlying assumptions about the needs of the community and inform evidence-based decision making and strategic planning, you have decided to conduct a first-hand exploration of the community, followed up by an environmental analysis. An environmental analysis examines the factors that can influence the performance of a health care organization, which is important in a rapidly changing health care environment.
To prepare for the assessment, you are encouraged to begin thinking about how an environmental analysis and windshield survey contribute to assessing community health care needs. In addition, you may wish to:
Review the assessment requirements and scoring guide to ensure that you understand the work you will be asked to complete.
Review the Guiding Questions: Assessing Community Health Care Needs document linked in the Resources of this assessment, which includes questions to consider and additional guidance on how to successfully complete the assessment.
.
Requirements
Complete this assessment in two steps:
1. If you have not already done so, complete the Vila Health: Environmental Analysis and Windshield Survey simulation.
2. Write an executive summary of your community health assessment, based on your windshield survey and environmental analysis.
The community health assessment requirements outlined below, correspond to the grading criteria in the scoring guide, so be sure to address each point. Read the performance-level descriptions for each criterion to see how your work will be assessed. The Guiding Questions: Assessing Community Health Care Needs document provides additional considerations that may be helpful in completing your assessment. In addition, be sure to note the requirements below for document format and length and for citing supporting evidence.

Next provide a lengthy and detailed explanation of your metaethic. This will likely reflect the metaethic that you argued for in your Discussion Board Three thread and the feedback that you received from the classmate or classmates who responded to your thread. Here you can go into much more detail than you could in the Discussion Board, which was limited to 600 words. If you use half of your paper to develop your metaethic, then it will contain approximately 1100 words, which means that it will be roughly twice as long as your Discussion Board thread was.
Once you have fully explicated and argued for your metaethic, proceed to an application of that metaethic to the applied ethics issue that you discussed in your Discussion Board Four thread. This discussion may end up being twice as long as your discussion board thread was. Add detail, nuance, and argumentation, providing a fairly complete and comprehensive argument for approaching the issue the way that you do. You may illustrate the issue with real-life examples, but please do not fill your paper with anecdotes. You should anticipate possible objections to your approach to the issue and respond to them in an objective and informed manner. (For ideas on how others might object to your approach, a good place to begin would be your classmates reply to your DB4 thread, but you neednt stop there. Your own imagination and the many books and articles that have been published on issues in applied ethics can provide a wealth of possible arguments relevant to every issue.)
Your final paragraph(s) should reflect that you have accomplished your thesis. It should recap what you have accomplished and how you have accomplished it. Research
This paper is not required to utilize any sources outside of those that were used in the class (the two textbooks, the videos, and the PointCast presentations), but use of additional resources is permitted and encouraged. At the minimum the paper should utilize the resources from the class. All resources used must be listed in the bibliography and any resources quoted, paraphrased, or alluded to must be documented via footnotes formatted according to Turabian.
While your footnotes and bibliography (if you had one) did not count toward the word count for your discussion boards, for this capstone essay both the footnotes and the bibliography count toward the word count. In other words, the 2400 word limit is all-inclusive. You will be penalized if you exceed the limit, so please do not. Format
Your paper must begin with a title page that includes a paper title, your name, the date, and the course name and number. The second page of your paper must be a table of contents. The last page of your paper must be devoted to your bibliography. The paper must utilize 12 point Times New Roman font, double-spaced, with one inch margins. It must be double-spaced rather than triple-spaced between paragraphs and there should be only one space after the end of each sentence.
Any documentation in the body of your paper must be done via footnotes formatted according to Turabian. If you are not familiar with how to do this, simply look it up online. There are many websites that explain Turabian formatting. Footnotes should be single-spaced 10 point Times New Roman font.
Your paper must be submitted as a Microsoft Word document. If you submit it as a .pdf or anything other than a Microsoft Word document it will not be graded. Format Example

My Ethical TheoryMetaethics refers to a branch of analytics philosophy that is concerned with the exploration of foundations, status, and scope of properties and moral values. The concept focuses on the description of morality. In answering questions that demand the exploration of the source or the foundation of morality, an individual should respond to such situation by first examining the ontology of the moral properties. Second, the semantics of moral discourse and the psychological effects of morality on humans as embodied agents. Lastly, the importance of anthropological disagreement on ethical practices and values and the epistemology of our understanding of moral values. Metaethics gives people the ability to tell whether an action is right or wrong but true or false. However, the syntactical structure of a statement as either being true or false helps in making inference on the morality of the action described in the statement. The truth-apt proposition of a statement gives rise to cognitivism so that logical inferences of the moral statement can be derived. In the application of the concept of the truth-apt proposition, it would be difficult to reject the cognitivism of such statements since a counterargument would be required to reaffirm the statement otherwise. For instance, the statement Abortion is morally wrong could be judged from the proposition of the statement. In judging the action in the statement, the logical rule known as modus ponens can be validly applied. The logical rule can only be applied in situations of truth-apt propositions. The statement appeals to the logical structure of moral discourse proposed by Geach and is referred to as the Frege-Geach problem[1]. In his research, Geach attempted to alienate non-cognitivism from cognitivism[2]. He argued that if a statement if not a truth-apt proposition, then its truth-apt. In his theory, Geach provided only two avenues of judging an action, i.e., as either right or wrong using the modus ponens.Looking at metaethics as the study of the origin and meaning of ethical concepts, then it would be precise to argue that both the moral semantics and epistemology are essential components in understanding morality. In judging the morality of an action, an individual may also use metaphysical and psychological issues. Metaphysical issues are concerned with the existence of morality outside the human context. In the description, an individual may use objectivism and relativism in determining the morality of an action[3]. On the other hand, psychological issues have to do with the application of mental basis of our moral conduct and judgment in the determination of morality.Metaphysics involves the study of the objects that exist in the universe. The kind of things in the universe have a different perception with some being tangible or physical such as rocks while others are intangible or nonphysical like spirits and thoughts. The components of metaethics can be used to determine whether the definition of morality is vested in the spirit-like realm or human existence. Under Objectivism, the definition of moral values is viewed from the perceptive of the spirit-like realm, which is beyond the human conventions[4]. It is also believed that such values are eternal and are not subject to changes. Besides, they are universal thus apply to all creatures across the entire world. A good example is the Plato concept applied in mathematics.Elsewhere, Greek philosopher Sextus Empiricus rejected the spirit-like reasoning in judging the morality of human actions. Instead, he proposed that moral values are strictly human inventions, which may be either individual standards or the cultural approval. According to Empiricus, the discussion of moral values should involve human beings and society as a reference point. If an action aligns with an individual’s moral standards or earns cultural approval, then it can be regarded as morally right. For Discussion Board Forum 3, you devised your own approach to metaethics. Now it is time to see how well it can be applied to actual issues. Your assignment for this weeks Discussion Board is to briefly remind us of your approach to metaethics (this should only take a few lines) and then apply this approach to one of the issues in applied ethics that were discussed in the reading assignments. These issues ranged from familial problems through pacifism, poverty, the environment, business ethics, healthcare, sexuality, and life and death.
