Once elected, officials who made such a promise, and who desire to be re-elected in the future, presumably believe they are duty-bound to fulfill the get tough on crime pledge. In the past, the get tough on crime agenda has realistically meant rigorous law enforcement and prosecution of racial minorities, especially in the Texas urban communities.
