Bearing in mind that social media and other digital platforms are available to users who post all types of content including content that is intended to be playful, funny, candid, individual and somewhat uncensored, and much more is it acceptable, advisable, or ethical for people (either as individuals or in groups) to use social media to publicly shame (i.e. twitter shame) others?

Does public shaming have positive or generative outcomes (for the person or the society at large)? Or is it degenerative, restrictive and ultimately, a social ill? (Please note: while social media users include private people, public/government officials, companies, people who represent companies etc., this question refers only to the shaming of individuals, not companies or governments.)
